It says you must do the Consulate docks mission to get there but I want to get to Yoholo Haven before level 7.. how do I do it? Do I have to do all primary quests?

I want to buy skills there for AA.

Well, do you know how people in the Ascalon Arena have skills from there if they are under level 10? Even if they are dervs, which can only start in NF. So there must be some way right?
